There are three main belts of low pressure around the world. The equatorial trough moves north and south with the apparent movement of the sun. It is on the trough that tropical cyclones/hurricanes/typhoons form.

In each hemisphere there is a belt of high pressure called the sub tropical ridge poleward of the equatorial trough and another big high pressure system at the pole. Between these highs is a belt of low pressure associated with the polar front. The temperate and sub-polar low pressure systems form in this belt of low pressure

The eye of a hurricane has an incredibly low pressure because of the high wind speeds. If you want to know a geographical area, a tropical climate with lots of rain would be your best bet.
