Did the Portland Public schools justify on breaking the contract to safe the health of the children?

No. They will be sued for millions. They had no right to break the contract after receiving over a million dollars.

They haven't broken the contract with Coca-Cola. Coke's vending machines still sell their products: Dasani waters and juices.
