the scroll may have got stuck or may been used so much, if you have any air blast in a can this may help remove dust, if not then see if you can clean with white sprits or something like that if all fails then try cleaning with cotton bud, if that fails well it looks like a new mouse from pc world they are cheap enough for just around £9.99 but try knock mouse on side first then its got stuck perhaps.

undo the bottom take the ball out & clean it also clean the inside where the ball sit's with a damp (not wet) cloth

Push it in harder.
