Any community fish that will not be big enough to eat them. This includes:
Livebearers (mollies, platies, endlers, guppies, swordtails)
Most other tetras (there are 100s of tetras; the only ones you want to avoid would be Black Skirt Tetras, Buenos Aires Tetras - any nippy tetras).
Placid barbs (cherry barbs, odessa barbs)
Most community cichlids like apistos, kribensis, rams
Most gouramis (the except would be the gold gouramis - they can be mean SOBs)
Most bottom feeders like plecos, corydoras, oto cats, siamese algae eaters (the exception would be eels, catfish, rope fish - anything big enough to eat them)
Glass catfish
Danios
Rasboras

All of the answers that suggest live bearers (Guppys,Platys Mollies) ignore the fact that these fish require different water parameters than your,soft water,low pH loving Neons. A pair of Dwarf cichlids, such as cacatuides or Ramirezii might make good tank mates. Also some of the smaller Amazon Pencil fish,or Some of the Hatchet fish,(Marbled might be the best choice) and these fish use the upper part of the water column. All of them would benefit from some floating plants. The Pencil fish and the Hatchet fishes are jumpers so a good cover is important. Also the Hatchets are insect eaters and may need a different food than the Neons. Hope this is some help.----PeeTee

Other small tetra fish can be kept with neons;but you should always have at least 6 of each as they are schooling fish. Small catfish,loaches,whiteclouds,zebrafish,betta(s),hatchetfish,glass catfish.Any fish that is not aggressive,that does not grow big that does not eat smaller fish. Make sure to have a lot of plants,live,and/or plastic.

All fish become a part of the menu if smaller . With proper vegitation planted a lot of hideing places in your community tank, you can add them with sword tails , plattys, guppys, black mollies, kissing fish, etc. I hope this helps you out.

more tetras at the same size. why not just get more neons they are beautiful in a school of 12-20

Sword tails , plattys, guppys, black mollies and other tetras. Don't add angelfish or other large fish because they will just eat them.

You can keep angel fish, tetras, guppies, mollies, sword tails and any other type of non aggressive fish.

I have three neon tetras and a Chiniese Algea Eater, they get along well.
