Some of them ,like the ones that are somewhat rough, are for helping the teeth break through the gums.

They soothe the gums when the teeth are breaking through. Teething is very difficult for many babies. They drool a lot, they get irritable, they don't want to eat, they could run a temperature.
BE CAREFUL ABOUT FREEZING TEETHING TOYS....many of them are NOT meant for freezing...it will cause the water to expand and break the toy open, then your child will swallow the liquid. They are usually ONLY meant for REFRIGERATION...NOT FREEZING.

The counterpressure of something hard on their gums calms the pain down and when you put it in the FRIDGE, not the freezer as this can cause frostbite if they chew on it for too long, it makes it cold which will also help them with the pain.

Being most hard made of hard rubber or the type you can freeze makes them soothing to the babies gums. When the rub them over their gums it helps the tooth break through a little sooner.

Putting pressure on the gums soothes them---plus many of them are filled with water and can be chilled.... the cold on their gums makes them even more soothing.

i think it's b/c when their gums hurt it feels good to bite down and put pressure on them. that's why sometimes if they don't have a toy they'll just use their little fists.
