I think it is 28 and 33. Am I right?

A composite number is a positive integer which has a positive divisor other than one or itself. By definition, every integer greater than one is either a prime number or a composite number. The numbers zero and one are considered to be neither prime nor composite.

23 and 47 are both prime numbers
28 and 33 are both composite numbers

28 has 1, 2, 4, 7, 14, 28 as factors
33 has 1, 3, 11, 33 as factors
