I would say Christina Aguilera, she's controversial like Madonna and always reinventing herself. Even she's the underdog to Brittney Spears and she was supposely the next "Madonna", her ways are slowing her down.

Gwen Stefani.
She's already been around 20 years, has already reinvented herself for her solo efforts, and is constantly changing fashion-wise.
She is also able to sell albums even if she isn't scantily clad 24-7. Madonna was a little slutty, but not all the time!
