According to Fifa law a player who's been involved in the natiotional team (senior) can no longer play for another country.
Unless you only played in the under 21, 19 and never been involved in the senior team or else even if you change the nationality you can no play for that country anymore.
Kalou (Chelsea-Cote D'ivoir) can play for Cote D'ivoir) because he's been selected for the Nedeland national team but did not play any game.

I don't believe that has ever happened. Luis Monti played for Argentina in the 1930 Final and Italy in the 1934 Final, but Argentina lost in 1930.
