You probably need to install appropriate drivers for your sound card. Find out who makes your sound card, then go to their site and search for drivers for Win 98.

The speakers don't need an installation disc, but the OS does need sound drivers.

You need to find out what sound drivers are needed for your PC. The Windows XP would have picked those up automatically, but Windows 98 will only have drivers for older PC's.

Do you have a sound card, or onboard sound? For a sound card, just open the PC and read who made the card and go to their website for the card. Make sure you get the type of sound card, or it's ID number.

For onboard sound, you will have to find the Motherboard documentation to know what sound is built in.

Normally, the quick way to restore sound drivers: go into the Device Manager and delete the existing Sound driver, then restart the PC. Windows should announce it has found new devices and the dialog box should come up to install the drivers. Two things will happen. 98 will either find the correct drivers, or it will ask you to start again and install the drivers from a disk or other location.

You are missing the audio drivers for the sound card. (Win 98 is infamous for not finding sound cards) Go to the web site of the maker of the card and download the Win 98 driver for it.

The driver is missing, sounds like. Are you sure this isn't on a disc for you to install?
If you've formatted the hard disk, then the driver will have been wiped.

It's probably the driver for the sound card as the others suggested, if it isn't then check your volume control to check you haven't put the system on mute. I managed to do that the other day took me ages to work out what was going on.

Who makes your sound card? You should go to their website and download the drivers. It's possible that they don't support Win98. Why are you making the switch to 98? Why not switch to Linux? It's free.

It could be a driver issue.

Try clicking on start, right click on My Computer, select properties, hardware, device manager, find your audio controller, right click and update driver.

Make sure you are connected to the internet to download the specific drivers.
