What was NOT an effect?

Gee. The list can go on pretty much forever, can't it?

This question takes on relevance, when one looks at what has happened since 1989. In 1989 the Soviet Union dissolved; the Cold War ended. Just off the top we had the First Gulf War, 9/11, and current Iraqi War. The latter war is particularly troubling in that no end is sight. Furthermore, possibly more Bush Administration rationalization and incompetence may seek to spread the Iraq war to Iran. Meanwhile, the Taliban, clearly one of the worst incapable monstrous governments ever created, is still a potential threat to Afghanistan.

Clearly, the current international scene is chaotic and treacherous. Before the Cold War, World War I and II had millions and millions of deaths and wars.

Therefore, with hindsight the arms race actually then did not destablize the international scene. Its bioplar nature of Communism and Capitalism produced the possibilty of amraggedon. In order to prevent this anniliation the ex-Soviet Union, and sadly the United States, before 1989, used a restraint, not now in place. This second conclusion is that the arms race required more of efforts for peace, not less. Third, the tangible overtowering conflict of US and Communism, did not produce the discipible trend of police wars, such as in Somalia, Haiti, Bosina, and Kosovo--before the much greater miscalculation and abuse of power by W. Bush. Basically, as a Pat Buchanan type Republican my view is that of Secretary of State John Quincy Adams: it is not the purpose or moral right of the US to look for monsters abroad to slay. In constrast, Communism whether in Grenada, Nicarauga, or Korea WAS A REAL THREAT.

Finally, I think this excellent question leads to the conclusion the arms race did not produce the lack of international restraint listed above, grossly wrongly and horiffic in Iraq, but also improper in Somalia, Haitia, Kosovo, and Bosina.

I am NOT A PACIFIST. I was proud of the US defense of freedom for West Berlin, South Korea, Nicaragua, and even in the First Gulf War. I am not proud of our current debacle in Iraq.
