It really depends on how fast the public is going to forget. and remember half of the people don't even know about this happening. so to them it never happened. and then it depends on what stole means. once the word is spun into the new word stole it could mean GIVE. so you can assume to see very soon a story of our generous government giving away 12 billion. that is to say, if my tin foil hat is set to recieve. or is it transmit? up is the new down, right is the new left. in is the new out. oh no, please don't tell me truth is the new lie?

Well, since he never misled us (only an idiot would expect war to be free of casualties, or over in a month), and he never lied to us (he was going by the same intelligence info as everyone else), and since it was Congress that misplaced the money, I guess you'll just make up whatever lies you want. Also, the official reports said $8.8 billion.
