Legally, you cannot unless the person that has rented the videos signs a release specificallly stating you are authorized, or you are a F.B.I. agent and can link it as a concern for being terrorist related under the Freedom of Information Act.
If an employee of any video outlet divludges the information without any of the above being met, they have the right to file an Invasion of Privacy scenario against both the video store and you for the maximum penalty.

They keep it on the system, but you'd have to really sweet-talk ;) an employee to get at that info -they guard privacy. You could always work there, I guess, but getting caught would get you in a TON of trouble!
