I have to make up a story in which a man is forced to escape (to run like the hero of "fugitive") and a very bad woman is hunting him. Tell me, what is the reason that would force a man to escape?

Why don't you flip the whole thing completely around, for example make the Man that is running bad in that he is guilty of whatever he is running from ie bank robbery, he was in dept and made a grave mistake; however, no one was hurt.

The woman who is hunting him is a sort of a crazed bounty hunter, cop, or U.S. Marshal...whatever. She is bad and wants to take him down at any cost you see her Father was killed early in her life by a bank robber. He wants to turn himself in, he even dropped the money off at the local police front door, but every time he tries to turn himself in she starts shooting at him.

The trick here is to write something so un-biased that your readers are actually developing sympathy for the robber in that they wouldn't even mind if he got away. That's the trick.

The obvious plot is the ex-husband is running from his ex-wife. He has the kids. She wants them. She will kill him to get them.

If you don't want the kids actually in the picture, he could have sent them to a friend and she needs to find him to find them.

If you want her to be bad, stick in an inheritance from his mother that is tied to the custody of the kids--and they aren't her biological children because she's his second wife.

For that matter, they might be his friend's kids and not his at all, but he knows where they are--and he knows she killed his friend.

1. Being wrongfully accused of rape and/or murder - perhaps the sister (or daughter) of the woman hunting him?

2. Doublecrossing a mobster - the woman chasing him has been hired by the mobster to find and return him.

Kind of a 1984 style thing..wherein he is ratted on by an informant and made to look like a terrorist or something.

umm..the mafia are after him because he gave testimony against them in a murder he witnessed..
and the woman could be the mafia gang's wife, he's set a hired woman upon the man because
they need a clean finish, no police looking into the murder of d guy..
the woman would make it look like a date murder for money..
but the guy finds out..and runs for his LIFE!!!!!!!

Being held against his will and being tortured, that would make anyone try and escape.
Or maybe this woman is trying to kill him or thinks that he killed someone.
