A ' friend ' of yours? Just kick him out. Why would he apply for any state assistance while he can get it for free from you.

If he is 29 with 4 kids and can't support himself then he should have applied for assistance a long time ago.

Contact Social Services

honey, i am sorry to tell you, but you need to get help with your English, no offense. In order to get anywhere in life, education is the answer: for you and for your friend. Government programs are merely a band aid and an enabling and oppressing band aid at that. Fight for an education. the one you already had has failed you and your single father friend as well. Dont let him allow the same to happen to these poor 4 kids he has.

The best thing to do is to contact social services. You can't just speculate. and if he has three businesses perhaps it is time to fess up and let the businesses take care of his children, rather than attempting to obtain services he may not be eligible for.
