I'm not looking for quality necessarily... more cheap. I just want to do what I did with (now deemed illegal) downloading programs back in the day. I hear a song on the radio, download the mp3, listen to it for a month or so then move on.

Have you i-tunes. I know you download the software for free but you pay for the music and it's only in most cases 99 cents. Also have you tried walmart? It's only 88 cents.
