It was always Joss Whedon's intention for Doyle to only be on the show for a short time. (It was 9 episodes he was in, not a year). Doyle was only there to put Angel on his path of helping people and seeking his redemption. Joss wanted to put someone in the opening credits and then kill them off early. (He wanted to do this on Buffy with Jesse in "Welcome to the Hellmouth" but couldn't afford to shoot two sets of opening credits at the time).
Incidentally Doyle is still my favourite Angel character, and every time I watch the episode Hero (where he dies) I still cry. I always think of his real death then again as well.
Glenn Quinn's death was about 3 years after his on-screen one and from all I have read about it, his drug use wasn't a factor in his short time on Angel.

To be absolutely accurate, his off-screen drug problems led to his constantly being late to the set and forgetting his lines. (This information was relayed to me by one of the assistant directors from "Angel" during the time it was happening, so I KNOW it's accurate. It's not propaganda I read in a fan magazine that had been cleaned up to make things look better.) The producers decided to write him out of the show. Regardless of whether or not they intended to write him out early in the series, his problems with punctuality and forgetfulness forced them to speed up the timetable. This is proven by the fact that he did, in fact, sign a contract for the full season, not nine episodes. He died on December 3, 2002 of a heroin overdose.
Incidentally, "Angel" marked the first time he didn't have to hide his Irish accent for a role. He, David Boreanaz, and Christian Kane were very close and David and Christian mentioned on the season 5 DVD how much they still missed him.
