The 98 Ranger has an inertia fuel shut off swith under the kick panel on the passenger side. (inside the cab, under the dash, in front of the door opening) Sounds like it was tripped in the crach. Pull the kick panel and push the button to reset the switch. Should take care of it.
The air bag system does not shut down any vehicle.

I don't really know the answer to this... ...but my guess is that the airbag system might have cut out your ignition switch in order to prevent the vehicle from being driven. I don't know if airbag systems are set up that way, but it is a possibility.
