Some universities use "rolling admissions" which means that you can send in an application any time and they will reply in a few weeks to tell you whether you were acceptd.
Most competitive colleges require you to submit your application in the late part of the year and then they take the first part of the year to evaluate and report to all the applicants at once about the beginning of April. Since most high school students apply to more than one college, the month of April is when everyone decides what they will do, and by May 1 the students have sent in an notification to the college that has accepted them and they want to attend.
