Not as easily as some might think. Some circumcisions leave sufficient skin to move freely on the shaft when erect; and some uncircumcized men have very little foreskin.

Most circumcized men have definite discoloration or scar tissue where the cut was made - but that's not true in all men.

Foreskin is not just skin - it's a different type of cell - mucous membrane. A doctor can tell if you have a foreskin or not.

I'm assuming you don't have a medical history for yourself - that's how most people would know. I would not worry about it one way or the other - as long as you don't have pain during an erection, there is nothing to worry about.

Take a look at your penis. If the glans (head) is covered by a piece of skin (foreskin) then you're not circumcised.

If your penis head fully exposed and visable and you cant pull any skin over it no matter how hard you try, then you're circumcised.

If you have skin covering the head of your penis, then you're not circumcised.

If Sgt. Wiener is at attention and you can clearly see his helmet, then the procedure had been done (but if you're too young for the military, then judge by the other responses you've gotten).

if you're circumcised, you have about 1/3 of your skin cut, and you should be able to pull your skin almost all the way back without hurting.
