England's record against Germany is 14 wins, 6 draws, 9 Losses. English teams have won the Champions League on 10 occasions compared to German teams with only 6. But the German's have 3 World Cups to Englands 1. That's a tough question so I'm going to say Germany has a better national team and England has better club teams.

In terms of league quality, definitely the English premier league. This however simply because it is more commercialized and big spenders like Abramowic and American businessmen put a lot of money in it. If you look at the teams in the premier league however, you will notice that English players are almost a minority, since they are pushed aside by the expensive, but also better players from i.e. Brazil, Argentina, Spain or France.
On a national team level the German team is definitely better. 3 worldcups against 1 (handed to the English by a Russian linesmen 40 years ago) speaks for itself.
The qualifying win of England winning 5:1 was very unusual, before that England didn't win against Germany for more than 30 years (!!!). I was there in the semifinal when Germany beat England at their home Wembley during Euro '96 by the way :-).

English Premier League has higher quality than German Bundesliga however at the national level Germany is better then England

German used to be and not it's English time and the proof is the number of Gernam teams that play in the champions league and also the result they deliver.
There is no other German team that does better than Bayern in the Champions League.

well germany's team is better but english football tops german football for suuure. the epl is much better and fast-paced then the bundesliga.
