It is the initial stage to what leads to questioning one's sexuality. Bi-curious ppl are usually unsure where they stand. You can lead a straight life and later on give in to feelings to had, but just unsure as to whether it feels right or not. During that phase, one will be questioning his/her feelings - she may return to a state of leading a heterosexual life, bisexual, or realise that she was a lesbian and her feelings toward the opposite sex was just her way of protecting herself... Allow her time to answer her own questions... she will know in the end where she stands.
In other words... she is not in the position to classify herself as yet.
I know, cuz I'd been there eons ago.

It just means that someone is curious about the same sex and it doesn't mean that they're bi or gay. A bi-curious person may experiment with the same sex only to find out that it's not for them.

Bi-curious just means that you wonder what it would be like (sexually) with the same sex. It's not a bad thing, it's perfectly normal, 80% or MORE of society these days are bi-curious. Good luck!
