Cellular phones were available to the market beginning in 1983 but mobile phones have been available since 1946. There is a Matt Helm movie that was released in 1966 with Dean Martin where he uses a mobile phone in his car.

The earliest movie I can remember featuring a mobile/cellular-type phone was "Lethal Weapon". In it, Danny Glover's character is on top of a bridge talking on a cellular phone. It was the size of a small briefcase.

I know Working Girl (1988) featured a cell phone.
Didn't Lily Tomlin use a cell phone in Nine to Five (1981)? Cell phones were developed in 1980, so if she did, that had to be one of the earliest.

Depends on what you mean by "features". If you mean important to the plot, then Matrix. That delivery guy hands him a FedEx package, he opens it up, drops a cell phone into his hand, and shockingly, it immediately rings!
