Dreamweaver and Joomla for popularity, and both are useful. Drupal also kind of goes up there, so does struts, but forget ease of use with either of them, so I won't put them in the top five.

1) I think Dreamweaver is easier to use, as it rests on your computer. kind of expensive, but the professionals choice

2) Joomla is free with Go Daddy a few other hosts. It's easy to use for a free, online content management tool (though I prefer those older ones on sites like geocities, Joomla can be used if you change hosts)

3) Front Page is easy and popular. I think it's junk though, it messes up pages with Flash and with coding.

4) Flash. Though it doesn't technically make web-pages, some of the best pages are basically flash animations/games/interactions with a very small HTML shell. I would put flash at 1, but it's not cheap and takes some time to learn. It's got lower price alternatives like Koolmoves and Swish.

5) You can also use Open Office. It's not popular, but it's free and it does the job, and it's easy to use. (It's like Word but better. A lot of people use Word, but word does funny things)
