They need to decide on the location first - so there is no official date. But it was originally planned to open in January, 2009.
It is tentatively going to be on the campus of Southern Methodist University (Dallas, TX) but they need to acquire additional land to be able to build it, and there are some eminent domain legal challenges. Plus, some of the leaders of the Methodist church (and some members of the liberal faculty) are upset because they are taking a standpoint against war, any war.
His father's library is located at Texas A&M University.
Curious, are you planning a visit??

They need to find a place first.The faculty, staff, and students of SMU have issued letters saying they don't want it there, as have many prominent Methodist reverends and leaders.
But the date I've heard is January 2009.
