Yes, you can read the meter yourself and make the proper adjustments. All the info you need is on the bill, just grab a calculator. You can call it in or note the adjustment on the bill.
Write the words (customer reading) then the current reading, and the date the meter was read on the bill. Write a check for the amount you totaled.

You can set up an arrangement with a Utility Company to average out your monthly payment, but they still have to read the meter.
However, if for any reason the meter reader is prevented from getting access to your meter to take a reading, then they are legally entitled to figure an estimate based on the history of your consumption from past bills. A good example might be where the meter is inside a closed yard where a menacing dog happens to be. We have several dogs and we make sure they are in the house when we know he is going to be coming. Can't blame a meterman from not wanting to risk his neck lol.
If an estimated reading happens to be off, then the correction can be made when the guy is next able to a read that meter.

Unfortunately, yes they are. If your meter is inside a fenced yard with a dog, they don't have to read it at all. But, you do have rights. If you disagree with a bill, contact them immediately. They can't shut you off over a disputed bill and have to send someone out for an actual reading on a dispute. I received a pamphlet from my gas company last week that explained estimated bills, disputes, settlements and all that stuff. I would suggest that you request the same from your utility company.

Utilities (gas, electric, water) frequently estimate usage but are required (usually by state law) to do an actual reading on a regular basis to correct for mistakes.

You can request a reading be taken at any time if you dispute their estimate.

Sure they can... if they're wrong, it all works out in the year. Some have equal billing and it's the same until the end and they make it balance: you owe them or they owe you. If you're monthly read then it will work out (good or bad) next month when they read it.
