I felt the same way when I was notified that someone wanted to start a daycare on my street. I asked a similar question and only got rude answers.
So I did some research and found that there are a TON of regulations about daycares. I figured that if we had any problems it would be easy enough to get them shut down.
Apparently the business has been in operation for a while now, but you'd never know it. I haven't seen a thing. It's almost like it doesn't exist.
So you're probably worrying for nothing. But I recommend researching day care laws for your city/state, make note of the officials you would need to contact if there are any problems, and just see how it works out.
I'd be surprised if you have any problems.

I can imagine your concerns, perhaps you should check with the zoning to see what landuse allocations are set aside there. In Australia people cant just open a day care or anything else for that matter unless the property has that specific landuse allocation or zoning. Your local Council or Municipality could help. Also street access, road frontages, as you said parking - you can make it a nightmare for the developers-operators if you like on infrastructor alone. Perhaps see if any other neighbours will join a lobby group against this development. Good luck, it generally will devalue homes in the immediate area, however if in the future they need to expand they would pay a high premium for your property. Im a Real Estate Agent and have experience with such disputes and transactions. I could forward a draft letter if you like.

Wow, an "old age pensioner" who has a PC and uses Yahoo answers. That's pretty hip. Why don't you just put down that you are being a moody old so and so who doesn't like children? That's the truth isn't it?
This reminds me of when I was a kid and the crazy old lady at the top the close would yell at us to p*** off home and play in our own backyards because she was trying to get her, "beauty sleep." She hated kids too.
But to answer your question, why not suggest that the potential increased flow of traffic will present a danger to neighborhood children? If parents are popping in and out of the nursery and parking their volvo estates all over the street in a mad rush to drop off the kids or pick them up and get home on time or make it to an appointment.... There is a huge potential for accidents or neighborhood kids getting run over as they walk home from school. (Imagine the papers - "Rushed Mum runs over 9 year old while backing out of parking space") You can also suggest that the noise levels will increase dramatically with added traffic and kids screaming in the playground etc. Get a petition going if you can. You may not be the only one with an objection.
Good luck!

Noise levels in residential area.
Increased traffic in residential area, ie traffic congestion.
Not sure if that will help - has the council sent you a letter yet re building change of use for the nursery school? If not you could ring them and ask the local council for copy of letter re change of proposed use and ask if any guidelines for objection.

The city needs to make sure you have proper parking, and the fact that you are disabled will of course give you clout. I would also point out the fact that there will be extra noise and this may upset your life. Good luck.

it has to go before a zoning board .. there should be a sign put on the property and when the meeting is to possibly change the zoning for the nursery.... its open to the public and you can go and voice your objections , I doubt that they can do this in a residential area without adequate parking also call your zoning board to see what your area is zoned for homes only or homes and businesses..Good Luck

Say that you understand how important nurseries are for working parents, but that as you are old you don't really care, and that you would rather not be inconvenienced by parents dropping off their little brats outside your house.

Just make sure that you point out that there is insufficient road infrastructure to support the nursery.
