Does anyone know who the artist and title is for a techno song that has the lines.........?

Has the lines something like: "we are recieving a radio transmission" and "you are a go". It is a males voice.

That has been sampled in a few songs, but most notably by the Crystal Method. I'm not sure now which song, but I believe its on the "Vegas" album. It says "This transmission is coming to you" and then static, and then "roger, we are a go"
