They could need either a tune up BADLY or they're burning oil. In either case....they SHOULD have that remedied

Not a thing if the smoke is from a diesel powered car...the smoke will be black.
If the smoke is white this means the car is burning oil. In short...the engine needs an overhaul.
Most of the people driving cars in this condition do so because they have no choice. They probably can't afford an engine overhaul let alone the payments on a new or used car so they keep on driving their old car until it falls apart.
...and I think you'll find that oil refineries (where your gasoline comes from) put out more pollution in one day than one smoking car will in an entire year.

All cars are emission tested at the MOT in the UK so these cars you mention should still be under the government level, unless their engine has deteriorated dramatically. And if this is the case they won't be running like that for much longer, when your behind one you'll just have to hold your breath and hope it blows.

Many states have a telephone number to call to report such things. Since you didn't tell where you are, I have no way of giving you that number. Call the DMV and ask if they have reporting system. You will need at least the license number of course if they do.

cathy, this is the kicker. i saw a red long bed chevy truck at the smog station. it was puffing blue smoke rings and passed very nicely. emissions focus on is it o2 or no2 cant remember, but its pretty much unburned fuel, rich fuel or air leak.
it was a long time ago, but i thought that aint passing. it did.
