Had it not been for the New Deal, I think that there would be less distinctions between blacks and whites. The whole "inner city" concept is a result of the New Deal, and the Great Society (LBJ). These clowns originated the concept of isolating blacks, warehousing them in public housing, and making them dependents of the federal government.
Obviously, I am generalizing. Many blacks resisted this, and are fully integrated into the mainstream. The New Deal and the Great Society were an attack on the black family. Whereas today, there is a much higher per capita incidence of crime among blacks, compared to whites, prior to the New Deal, blacks were more law abiding than whites. The New Deal and the Great Society perpetuated the isolation of the black community from mainstream America.
Now that our politicians have largely destroyed the black family, all families are under attack. The public schools, in concert with various social programs are taking on many tasks historically done by the father. The father's role is being usurped by entitlements, food stamps (or credit cards), eventually health care & c. At the same time, we are loosing our freedoms. More "benefits and entitlements", at the expense of our rights. It sounds like a bad deal to me.

I am assuming by black you are only refering to people who are the offspring of those brought here to be slaves.
it's an interesting question but i think that "inner cities" are a product of capitalism, rather than culture. think of russia, same thing exists, called ghettos or shetls, mostly inhabited by jews. in smaller towns, we have trailer parks, same thing really when you think about it.
you bring up farming - i live in the south, and most of the farms nowadays work like a corporation, or the people just grow food for themselves, so i don't know what you are refering to in this example.
the politics of a culture are based on so many things - usually what is relevent right now and decided less by what has happened in their history.
i believe most peoples politics, at least in america under the current captilist regime, are based on finances rather than race.
