People damage public property because they are either just mad at the city or they are doing it because they think it is cool.

Because there is no one incident in history where the one who damaged public property is hung publicly or the damage is recovered from his own estate or rigoriously imprisoned and the damage is recovered from him out of his wages earned in prison.

Damaging of public property is lesser in gratitude comparing to the incidents of innocent passer byes on the streets getting brutally killed when ever a political or a faction leader is attacked or killed somewhere!

All these things happen until; as well said in telugu "yadha raja tadha praja" meaning 'as how the king is the public are'. Unless and untill we save our politics from the hands of scoundrels such things are bound to happen.

Most people are unaware of their duties, responsibilities and rights on public property which has been brought into existence by government for their on facilities thus they damage them.

They Know that ,though it is public property not even single public will come and stop them doing this .And law holders cannot start their work until these finishes with the sadist mission.

Under a negative mind set they think that it is government property. Such people are guided by crowd mentality and have no capability to think logically.

Because they can look at he damage and say to themselves"I DID IT". They actually look at it as an accomplishment. Sad thing is...only they know. They'd be hung if found out.

Chances are they don't have any other outlet to vent or express themselves.....

The reasons differ by the individual doing it, but I think common reasons would be for the thrill of it, or acting out of frustration.
