i don't think they are supposed to be - they could be multifunctional though, their proper day use of keeping cars out of the cities and this alternative use for nights - good thinking mate, Eco friendly use of land!!

Actually, some park and ride places are used as dogging sites in the nights. I assure you I didn't find this out for my own personal use.
I am sure you can find out if your local car park is used for this purpose by googling.
Article below - which shows no dogging people, thank goodness.

They are just parking lots for those who choose to commute into the city using public transportation rather than fight traffic in their personal vehicle.
