Swinub evolves on level 33 into Piloswine. Piloswine has an evolution in Diamond/Pearl.

every Swinub (or any other pokemon) evolves in the same way or level no matter what version they are in

Swinub evolves at lv 33 and no other alternative can be used (which makes wrong the statement Dracula gave telling u to use a stone)

I do not recommend Rare Candies unless you're never going to use that Piloswine. (Rare Candies do not give any EV's making your pokemon end up with slightly less stats than it could've had if you trained it by battling)

yokihana already answered this, and gave the exact answer that was asked - as such, my "answer" is not much of an answer, but rather, is a response to "tempest"s answer.

every pokemon doesn't evolve the same method/level as in each of the other games. for example, a pikachu doesn't evolve the same way in fire red as in... original yellow..

there are even level differences, but only when you cross from generation to generation

also, rare candies do NOT affect EV training. in gen 2 (g/s/c) the rare candies had more of a negative effect, but in fire, sapphire, emerald, ruby, and leaf, you will be fine. also, when the candies used to have an effect, that would only be noticible on level 100

for every fourth EV will give a stat point upon level or storage. if something acquires 60 EV points in speed, and they are level 25, your stats will not go up by 15, they'll go up by 3 or 4. if you use rare candies to bring it to level 50 without getting into any fights, your stats will have gone up by 7 or 8 (from level zero expectance - based on pokemon number and DV). if you bring it up to level 100, no fights, your stats will have gone up by the full 15.
