When I'm standing, they seem fine, they touch my shoes. But, when I sit, the bottoms sit about 2 inches above my shoes. Are they too short?

You might want to buy them just a bit longer than you are getting now. Taper the bottoms to be longer in the back (but not touching the heel) and shorter in the front (just a little longer than touching the tops of the shoes). Do this after the first hot water washing. They should fit very well.

All jeans will become shorter, of course, when you bend your knees to sit. I wouldn't call your jeans too short.
But, if you're concerned with this, you can wear them like the cowboys do: WAY long, with the jean bunched up between knees and boots. That way, the jeans remain long even while they're in the saddle. They look like crunched stove pipes when standing up, but that seems to be the 'cowboy' look. This will work with 'boot cut' jeans. If you have flared jeans, you'll step on the backs of too long jeans and create the 'hippie look'.

I bet they are long enough, just maybe not wide enough for the shoe you are wearing. Try buying a slightly bootcut jean, it will look like it's straight but the jeans will hit your instep better. Express sells a great one. Good luck!
