It depends on the shirt and the pants.
If you are wearing jeans then out, if you are wearing slacks then in.
Is the shirt squared at the bottom or is it rounded? Generally when it is rounded you tuck it in, but you don't have to. Just play with different looks and do what you like best.

ABSOLUTELY tucked in! A button down shirt should ALWAYS be tucked in. Casual does NOT equal sloppy. A tucked shirt shows you take pride in your appearance.

Always tuck it in if it's a button-down oxford or broadcloth shirt with a button or spread collar. If it's a polo shirt, leave it untucked.

I did not know that being a slob would ever be in fashion. Guys have the messy hair going on and leave their shirt tales hanging out. Not only are the shirt tales out, but the shirt isn't ironed. Add this with the messy hair and scruffy beard, and you look like a bum. I like to see guys who take pride in the way they look.

depends what you look like and where your going.
if your going somewhere formal then its only the respectful thing to tuck it in..
but it does for sure look way better untucked.
