The current Congress is reluctant to take any action to impeach or remove the President, because of the current Middle East situation. If he is gone, the failure in Iraq will be squarely on them. With an open field in 2008, all the Presidential hopefuls are trying to position themselves on the winning side in terms of "I told you so" with regards to the Iraq war & Middle East policy.

Because he was re-elected to a 4 year term in 2004. He remains president until January 2009 regardless of the poll numbers, which really don't matter that much, anyway.
Of course, one must look at what exactly the low approval ratings really mean, and what specifically is driving the low approval ratings. Just citing the number without context is rather meaningless. Some of it is because of the war. Some is because of illegal immigration. Some because of the high spending. Some just because people have chosen to irrationally hate Bush without any coherent justification.
Regardless of this number, Bush is still the elected president, and is doing what he believes is right for the country.

Because a president is elected to a 4 year term. Bush was re-elected in 2004, and inaugurated on Jan. 20 2005 for his second term ending on Jan 20, 2009.

70% of American don't disapprove. perhaps 70% of those polled do, but neither I or my friends have ever been asked. He is doing a great job, if you would look past the crap the liberals and the liberal media post you would see that. But somehow I suspect you are the type of person to take their word at face value.

Because people in the states seem to settle more and more for crappier choices for president as each term goes by.
Did you know that when it comes to voting for the president, the electoral college actually has more say than the american people? Just wondering (I'm not assuming you don't know, just it's a thing to know and to ponder)
