It is a tiny motor with an even tiny flywheel fitted on to it's shaft, and the flywheel got a weight unbalance at one side. You can try it with a small dc motor {a tape recorder motor} and a small cork disc, make a hole little away from the centre of the cork disc and fix the motor shaft through it, now connect the motor to a battery, Well there you are.
