Please take the paper off first, you wont regret it...however, it will take several coats of paint....you wont like the results---strip the wallpaper

When you are done, it will look like painted wallpaper...which looks terrible.
I bought a 1971 house two years ago, and have learned alot abou this....
The best thing is to take that junk off, and clean the wall. The best way to remove it is with the $49 stanley steamer they sell at home depot and lowes in or around the wallpaper supplies.
I tried wetting the paper, the blue gel that you spray on....none really work as well as the steamer.
Even with the steamer its still a tough job, and your arms feel like they are going to fall out at the sockets.
the KILZ oil based paint is the best for this, but it STINKS.
Zinser bullseye, oil based is also good for this......
I guarantee you won't like how it looks if you paint over it.

Your in for a mess.
Wall paper is glued on with a water based paste. Paining will soften it and it will come off anyway.
There is always some stubborn paper that cannot be removed and must be sanded. Get a commercial steamer (rent from wall paper store) to do it right and quickly.
You will also need to prime areas you paint. Repair the walls first, then sand before painting. Every blemish you can see will show after painting. Sand, fix, sand again till you get it right.

Primer is the key. You need a bonding primer which is shellac based. It's going to soak through your wallpaper and make it stick to the wall much better after the paint goes on and tightens the seams. Bullseye/123 is my personal favorite...doesn't smell as bad as Kilz. Put on 2 coats, letting it completely dry for a few hours between coats. The first one soaks in to get to the glue layer. The second covers your old pattern completely and gives you the best outcome. Then you can paint with a regular latex paint.

There is a paint called kilnz. They have a few kinds but go for the best!Ask for it at your local home depot/lowes style hardware store. You may need a few layers depending on texture and etc of wall paper to get full coverage. Once dry you can paint with which ever color you desire.

Remember the saying you buy cheap you buy twice, so if i was you id go for a really thick, good one coater, might cost more but will be worth it, i hate going over walls twice, also if the paper bubbles up thats normal it wont dry like that, happy painting and good luck in your new home

try a heavy duty magnolia as a base coat then cover that with colour you want.
btw make sure the wallpaper is sound first - go around sticking down any bits that need it or you may loose a large area when it becomes wet.
