You're looking for Twiki, and Mego released a Twiki action figure in 1979 as part of the Buck Rogers series.
Twiki is only 2½ inches tall
10 points of articulation: neck, shoulders, elbows, waist, hips, and knees.

Your best bet is going to be on eBay.

If you're talking about getting your hands on the actual Twiki robot used in the series, I'm not sure if it survived the end of production or the light-fingered prop guys who might have claimed it.
