I'm on the internet at a school library, and it's a well-known fact that the librarian can monitor your computer from hers. Is there any way to detect this?

Ok here is the deal, if you are in the library, chances are you in the same domain or workgroup as the librarian and if thats the case then he/she is probably the Administrator which means you have lesser rights than he/she does. So no matter what you do, she would be able to audit your movements because thats how networks are built in an controlled environment. Now if you are really good at what you do, you can use tunneling programs like SSH or OpenSSH to tunnel to your home computer and use your network so basically for all the network is concerned, it does not see you because you are using your home computer's internet. Even though the librarian might notice the network is been used, she wont know what you are doing because SSH packed are encrypted and firewalls dont read encrypted packed, they just check the source and destination address and if it doesn't like it then it would block it. So to sum it all up, you can either watch what you do or you can outsmart the librarian that is if you know what you are doing. Dont listen to people telling you to run antispyware programs. When you are on someone else's network, and you are not an admin then you are under their juristiction. Makes sense?

Probably not on a Public PC. You can run spyware scans if it were your own PC and you will see the threats.

Bottom line - assume you are being monitored.

The best way to check is by using a spyware program such as ad-aware , it will bring up anything on your computer you dont want on there.

Some Firewalls have spycheck abilities..
but I know also how do check the IP's that are connected to your PC
(Start > Run > cmd > netstat -an)
