A little addendum to the post above me that is not quite correct. The Starting and backup quarterbacks can switch at any time, and unlimited times. The Cowboys used to switch Roger Staubach and Craig Morton on every play back in the early 70's. The Broncos did the same thing in the 1992 when Elway was hurt, and all they had were two rookies - Shawn Moore and Tommy Maddox - incidently, that game was against the Cowboys.
If for any reason, the third string quarterback enters the game BEFORE THE 4TH QUARTER, than the first and second team QB's can NOT return to the game UNTIL the 4th quarter.
This came into play in the Jets first game of the 1999 season when Vinny Testaverde ruptured his achilles tendon. Tom Tupa (The punter) had to play quarterback until the 4th quarter, when Rick Mirer was eligible to return to the game.
Incidently, Tupa threw 2 TD passes while he was in the game

If they starting quarterback is not permanently injured than yes. When they are taken out of the game no. Most teams have a third string quarterback, or someone who can play quarterback such as the punter or kicker.

tx lady ?????????????? he cant return if its a severe violation ???? what on earth are you talking about? the question asks if the starter is REMOVED from the game, not KICKED OUT of the game. perhaps ditching 5th period English wasnt such a hot idea after all, huh? the answer to the question is simple, the starting QB can play every other play throughout the entire game. there is no limit to the number of times a player can be removed from the game and return.

Why was the 1st string quarterback removed? If it's for something such as high point score, he can. If it's for a severe violation, the "ball" goes to the third string qb.

Yeah and this has happened, not sure if the second was hurt but I know the second went in and was replaced by the starter. The only thing is the THIRD can't go in. If the THIRD goes in neither of the first two can go back in.

If the starting QB wasn't out with an injury or ejected from the game then, yes, he can return. Although, if he wasn't injured or ejected, he probably would be in the game, huh?
