Open up Windows Explorer and go to C:\Documents and Settings. Find your profile (the one with your name on it), and click on the "Favourites" folder. Press Control C to copy the folder and paste it onto your target folder, whether that's an external drive, or a memory stick and then onto another PC.
Just be sure that you paste it into the right profile folder under Documents and Settings on the target PC.

Yes it is, open windows explorer (Hint ~ hold window key and press the letter 'e')
goto C:\Documents and Settings\
open the folder which has your username on it e.g "administrator", or "Simons" what ever you use to log onto windows which has your favourites,
Then copy the folder called "favourites" onto either a usb stick or cd, or floppy. (If it doesn't show it could be hidden click on tools, folder options and goto view tab and ensure that "show hidden files and folders" is selected)
Then on your new PC paste the favourites folder you copied onto a usb stick into the folder C:\Documents and Settings\'your username' and make sure you say yes to overwritting the existing folder.
Now when you open Internet explorer on your new pc it should have the same favourites.

Which web browser are you using?
Internet explorer, Opera, Firefox etc? Varies slightly for each. You can copy the little folder that contains them, possibly email it, which is how I do it, and then use it on the web browser of the next pc. Likely just to be just a tiny file size btw.
Like-wise it is easy to export your favourites from 1 web browser to another, like when you're upgrading from Internet explorer to Opera or Firefox.

Go to the file menu
Import and Export
Export the bookmarks to a location you can find on your computer
Copy them over to the new computer
Do an Import on the new computer
