It sounds like it's just internet traffic if your connection is faster at one time of the day, then gets slower during other times. If you want to be sure, call your Internet Service Provider, the ones who you pay your internet bills to, they should be able to sort things out for you.
Another thing is, if you tend to run several other apps at a certain time of day that are also using the internet to connect with, this will split the bandwidth being used, thus slowing the overall speed down.

Some of these answers make me scratch my head. If you are using broad band internet such as what cable companies offer, then it is too many people on the line at the same time and it slows your speed because the connection is shared. Like when people get home from school or work and get online. Any internet service that is offered through a phone company ie: Verizon DSL or FiOS, then its always the same speed, unless there is a trouble on the phone line, because it is your dedicated service and is not shared. Call Verizon and have them come out to check the line coming to your house. Chances are that it is NOT inside your house but it is possible. Make sure the tech explains what he is doing and verify if any charges will be incurred. He will need to come in and verify that the service is working and do a speed test and that is NOT billable to you.

check your T&C's some have a fair usage policy which can mean many different things. you may have a connection with speeds up ??? or a limited download of ??G.
If you have the one with speeds up to ??? then it may be that your ISP is shlowing down your connection to give every one else the chance to get online. (this is what you may have)
If ypu have the one where you have a download limit... you will be simply cut off and not be able to access the internet when you reach your limit.
As for changing ISP this can have as many pitfalls as pluses. When you sign up in general you will have a 12month contract which means you will have to stick with them for that period of time. Also check the T&C's make sure theres no down load limits or that you get one with speeds upto as they can slow you down if they want...
I dont think that it will have much to do with the cookies etc blogging up the machine but you can change your settings and let them take up less space and have it so they are deleted more often.

This is the sup or sustainable usage policy. You are probably on a contention of 50:1. In laymans terms. 50 other people use the same line in the exchange as you. At peak times this is managed. so everybody gets a bit of speed. This stinks in my opinion. But unless you move to a company that doent employ this strategy.......................

Most likely your ISP or even the Internet network is overloaded. Changing providers may help. Not gauranteed though. Lets make sure your computer is up to speed.

Do a Disk Cleanup and Disk Defrag. You can find both of them by following the path below.

When you switch between the two devices, you have to power-off the DSL modem for a minute or two and then turn it on, wait for the lights on the modem to sync up, then boot the laptop. This will reset the modem and make it recognize the different MAC address that the laptop has and give you a new IP address. You should consider getting a router so that you don't have to go through the power-off, wait, power-on modem, power on computer process. When you want to go back to using the desktop computer, you will again have to power off everything for about a minute, turn on the modem and let the lights sync up, then power on the desktop.

Of course you understand that the longer your useing your PC that you get more an more temp files and cookies. Or you might find that your ISP is using fup(fair usage policies) espec if tiscali and pipex. best thing to do if this is the case is tell them where to go and get an ISP who doesn't restrict your speed at certain times.
