In response to tigerwren blacks do apply for black scholarships. Blacks are just so busy helping other races (like the white race) that they either, still the money or give the money to other races. I know many blacks at my college that applied for blacks scholarships, but the only people who would receive these scholarships were people of another ethnicity. I was Valedictorian of my class and didn't receive not 1 black scholarship. If every race(including blacks) are helping everyone else, who are going to help Blacks.

At this point in time yes. I still physically hear black people insist the "white man" keeps them down. I watched civil rights new reels where people where being knocked down with fire hoses with such force their bones were shattering and police dogs were sent after children and adults alike and now just 2 generation later, they give up so easily.
The NAACP, the Black Nurses Association and the Black Engineers Association all have money for scholarships that just goes unclaimed. No one applied but the "white man" is keeping them down when only 1% of America is actually related to a white plantation owner. pfft.
