Wal mart has the cute little plastic valentine cups for like 4/$1. They are cute and can be filled with stuff and then taken home and be used over and over instead of getting thrown away!

If the other mother are bringing in sweets, your son and you can make place mats with the children's names on the mats with valentine's day decorations.

Try Party City. They usually have small Valentine's toys for very reasonable prices. (i.e. bouncing balls, tic tac toe games, slinkies, etc.)
