When it is a state issue. Some states call them circuit courts, other call them district courts, there are several names depending on the state but they are all basically the same. First there is the "circuit" court, then usually an "appellate" court if the case gets appealed, then generally a state supreme court.

If a matter is a federal issue (several guidelines determine that) then they got straight to the US District Court.
