If you have sky you can select audio description from the options, when you select the TV menu audio described (AD) programmes are highlighted. If you haven't got sky you can buy a free view box with AD fitted. The RNIB will help you with that.
Lap top needs software added which gives it speech, its good but not cheap.

Can't help you on the T.V. question.

However Mac's have built in universal access that has speech recognition, text to speech and allows for connection of other portable devices to assist those that are blind in functionally using a computer.

I do not know all the details of what they are capable of, but Apple has always made their machines to be useful to those that are hearing and sight impaired.

Maybe a visit to an Apple Store or Computer Store for a comparison.

Ask Bill Gates to do that. He is genius, I think he can really find a way to help blind people to see tv, using mind contact or else.

also under XP you can turn on the narator so that what your mouse runs over it reads to you. rubbish voice on it but it's a start.

i belive there is a computer program called "jaws" that will talk to you. and i bet there are brail keyboards
