and im planning to wear a bolero .... is that ok?

If you can't find what you want, have it made, really its not all that expensive sometimes its less, but since fit is the most important part of looking good when you are less than 'ideal' its worth it. You can also try bridal shops, they have gowns in all sizes and colors and do those vital alterations.
Choose a gown with a long simple line and a bit of structure in the bodice and if you have heavy arms either use a sheer sleeve or a stole. Use a good undergarment to give you a smooth line underneath and beautiful accessories to give you elegance.
You don't have to wear black, but a deeper tone of a color is preferable to the lighter one, and shiny fabrics will make you look larger than matte. Then just enjoy your prom.

Pick a dress that accents the smallest part of you. If you have a thinner rib cage go with an Empire waist. If you have nice legs show them off with something that hits at the knee. If you are curvy with a nice waist line wear something belted or that cinches in the middle. If you are sort of egg shaped, wear something that camouflages your middle with Roucheing or a fabric twist at the waist area. If you have great cleavage, play it up. Pick a color that complements your skin tone. Speaking from experience, Plus size myself, don't wear bare arms. Wear something with sleeves of some sort at least to the elbow or wear a wrap. Don't be ashamed of your body but accentuate the positive and camouflage the negative.

I think you're what we call plus-sized.

If you have large arms that aren't exactly toned, wear a goddess gown with bat-wings. The kind you see for fall fashion, but it's okay to wear for prom, since it's a glitzy affair anyway.

Wear an empire-waistcut gown to hide your tummy or to tone down round hips. Don't wear strapless, or tight-fitting. or tea-length.

The only reason I posted is to say that NO, a bolero is NOT a good idea!
