In 1974 the Morris Minor replaced the Oxford. These are types of cars, like saying that Volvo V70 replaced the Volvo 740GL.

The Morris Minor was not known to be dependable and was using a lot of parts that were designed for other models. hence the saying "parts bin special" They basically needed to come up with a newer model since the Oxford had been around for several years and wasn't selling so great anymore. Morris Automotive then designed a car around already exhisting parts to save money on the development and production, but still spend $21 million. It was a fiasco that almost shut the company down that year.

A "parts bin special" means that they built a one-off or limited production car using parts they already had from other models. Much cheaper than making all the parts new. Same as Ford does now - all the switches inside a new Jaguar are the same as those found in a Taurus.
