This is an interesting idea. Unfortunately, it would probably end up like the myriad of other charities that have been around. Most of the money would end up being squandered by whatever bureaucrat was in charge of determining how the funds are used. Even with foreign aid, the majority of the money spent never makes it to the individuals who need it most. Corruption is a major problem in it. But this is a very interesting concept, and if a way could be determined to keep it from being misused, it could do a lot of good.
