The shortest NBA player to ever win a dunk contest was Spudd Webb at 5'7. (1986)

Rumors say Earl Boykins can dunk at 5'5, but we have no proof of that.

Recently, it was Nate Robinson, at 5'9 who was the shortest 2000 ear NBA player to win the NBA Slam Dunk Contest.

Much love for Spud and Mugsy. I bet Earl Boykins could throw it down. I would add to the other answers that I think that the shortest Verified Flavaful Dunker (won an NBA slam dunk contest) who is active would be last years winner Nate Robinson of the New York Knick at 5'9".
